What should Ladysmith be talking about before Tuesday’s Council meeting?
Ladysmith Town Council meets Tuesday, July 21, at 7:00 p.m. at the Ladysmith Seniors Centre, and this agenda contains several decisions that could shape the community for years.
The largest issue is the future of City Hall.
Ladysmith’s current City Hall is considered too small, and expanding it is difficult. In 2024, more than 2,100 electors opposed the borrowing proposal for a new facility through the Alternative Approval Process.
The Town has now completed another round of public engagement involving roughly 365–385 participants. The results did not produce a clear winner. Residents expressed strong concerns about taxes and fiscal responsibility, although constructing a new City Hall received somewhat more favourable responses than the other options—and also produced some of the most divided opinions.
Council will now consider directing staff to prepare a loan authorization bylaw for a new City Hall and mixed-use development on the Buller Street property. This would begin another formal process; it is not yet final approval to borrow or begin construction.
The City Hall discussion is also closely connected to the future of the Ladysmith Museum.
The Ladysmith & District Historical Society says uncertainty about the museum’s future has contributed to declining attendance. It has launched a petition with more than 1,000 signatures supporting the museum and artifact collection. The Society is recommending that the Museum and Archives eventually be combined in one facility—possibly within a new municipal building or the proposed Arts and Heritage Hub.
The Historical Society also reported that repeated drug activity around the museum frightened volunteers and visitors. To keep it open, the Society hired private security for summer weekends, installed panic buttons and cameras, and increased signage.
At the same time, a relatively small group of 52 Historical Society members recorded 5,459 volunteer hours in 2025, including 722 hours preserving Ladysmith’s industrial and railway heritage.
Other Council items include:
A temporary-use permit allowing the owners of a Rothdale Road home to rent their principal residence short-term while they are away for work.
A motion asking the Town to publicly report every Council sanction issued during almost the previous 30 years.
Participation in British Columbia’s electric kick-scooter pilot project.
Housing agreements connected to new developments.
Public-safety concerns involving downtown Ladysmith and the Banon Creek Forest Service Road.
New Cowichan Valley climate projections involving hotter and drier summers, declining snowfall, and more intense rainfall.

I like the idea of a new location for Ladysmith Museum as an Arts & Heritage Hub as Ladysmith is rich in history and stories
